Domestic Policy: Desertion

A civilization's outlook upon the act of desertion can have a strong influence in a commoner's outlook upon joining a passing army voluntarily.  If a deserter is likely to face imprisonment or death then the choice of fleeing back to their home village becomes much more difficult, but so too does the choice to join at all.  Conditions in an army that accepts desertion must remain good or face losing soldiers. - Kingdom Policies Report
